Factory Manager (Clothing & Textiles - UNICOR)

The Clothing/Textile Factory Manager is responsible for the management, production, planning, and scheduling of the manufacturing program in a clothing and textile factory. The incumbent oversees and directs the operations of a business or production activity, commonly referred to as a factory, for Federal Prison Industries (trade name UNICOR), at a Federal Bureau of Prisons correctional facility. The Clothing/Textile Factory Manager's supervision encompasses planning, coordination and direction of all factory activities to best achieve the overall factory and UNICOR objectives. The incumbent is responsible for ensuring workmanship and economical operations related to the production of various clothing and textile products. The incumbent develops plans and revision for existing production methods, procedures and processes. Supervises and provides guidance to ensure maximum production and high quality. The incumbent is responsible for receipt, technical review, and acceptance of assigned contracts and for their integration into existing production schedules, training programs, facility usage, and for proper manpower utilization. The incumbent maintains close liaison with the UNICOR management staff at the facility and program management staff at the UNICOR corporate office to ensure a smooth and efficient factory operation. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis. To be considered for the position, you must meet the following qualification requirements:
Education:
GS-11:
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. GS-12:
There is no substitution of education for specialized experience for this grade level. OR
Experience:
GS-11 and GS-12:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
GS-11:
Experience with assisting in planning or supervising areas of production and coordinating effort with other areas to attain factory objectives. Experience inputting information and requesting reports in SAP or other manufacturing resource software. Experience in monitoring finished goods/quality assurance in the production of various clothing and textile products. Experience in interpreting and processing contracts and specifications. GS-12:
Experience in developing plans, revisions of existing production methods, inspection procedures, or specifications related to the production of clothing and textile products. Experience in preparing, supervising, and monitoring the preparation of reports covering production, cost inventory, administration and other required technical records including financial, sales, earnings, and inventory reports needed to maintain production efficiency. Experience in retrieving and evaluating information from SAP or other manufacturing resource software for production needs/requirements or for reporting purposes. Experience in analyzing monthly financial reports, assessing factory productivity and developing plans of action to improve efficiency where needed. Combination of Education and

Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
